TiffWriter ignoring empty tiles when writing tiled image

Hi All,

I notice the TiffWriter doesn't write tiled image tiles if they are empty. I don't think empty tiles can be ignored here as pixels in the image will be random values.

A diff is attached.

Hi Roland,

It always writes the tile.  It only copies the buffer to the temp tile buffer if it has data in it.  Hope that makes sense.
