Stale provenance review tickets in Jira

Hi,
I am reviewing all tickets that are older than one year, and "not a bug".
There is a group of tasks related to provenance review that are stuck there since 2+ years ago:

Feature requests I've closed according to our previous dicussion... what about these fellas here?
Any chance there will be progress, or should we just close them?
Any reason why they should be kept open?

I closed this one as recommended by Brad in the comments:

The provenance review page was migrated to GitHUb (but all the Jira
links still point to codehaus):
https://github.com/geoserver/geoserver/wiki/GeoServer-Provenance-Review

ogr had a red flag but I think you had the information required:

Tiny readme update required here:
https://osgeo-org.atlassian.net/browse/GEOS-5427

Need to document the source of cities.shp and some other resources:
https://osgeo-org.atlassian.net/browse/GEOS-5441
Subtask: https://osgeo-org.atlassian.net/browse/GEOS-5458

The other remaining issues still have some small fixes listed as
required (or perhaps confirmed?). None seemed severe to me, but it would
be nice to confirm with the people involved.

I wanted a record of these things in case an organization cares when checking our source code and wants to fix. I would be content to have them linked from our providence review so they can be found again.

I understand why you would like to close them since they have not attracted resources yet.

Ok,
added missing README.rst, mass added missing headers with a script (and then verified manually and built).
Closed all those tasks beside the one requiring Gabriel's feedback
