I've never faced that issue

could you set some logging to 


It seems, the environment variables are not processed

which platform are you using?

what web server?

note: if you test on the command line, on Linux, you have to export PYWPS_PROCESSES or PYWPS_CFG too, before you run "wps.py ...."
