Another possibility is that you did update configure.in, but running build_oem.sh wiped out those changes.

If that's the case then you should either get the updated files directly from OSGEO - see https://mapguide.osgeo.org/servlets/Scarab/id/MG90 - or do the following:

a/ Make the change to OEM/DWFTK7.1/develop/global/src/dwf/configure.in
b/ Go to the OEM/DWFTK7.1/develop/global/build/gnu/dwftoolkit folder
c/ Verify pack_build_files.sh is executable and run it
d/ Now go back and run build_oem.sh
