[QGIS-Developer] Backport "GetLegendGraphics Symbol Scale" from 3.18 to 3.16 LTR?

Hello,

I've spotted in the 3.18 changelog, QGIS Server part: "GetLegendGraphics Symbol Scale". If I understand correctly, it should resolve the problem of too little or too big symbols.

This could be really useful for the 3.16... Without having to wait for the next LTR.

Can we backport this feature?
