[PSC] Motion: allow porting portions of GetLegendGraphics back to GeoTools

Hi,
Michael Bedwards has expressed an interest in porting back some
portions of the GetLegendGraphics code
to allow legend building in GeoTools as well.
The code was contributed to by various people so we have to defer to
TOPP copyright ownership, which
is managed on behalf of the PSC.

Will the PSC agree on such backport?

And while this is not official I will say the OpenPlans stance on this is that we are fine with this sort of thing, and ok to relicense or reassign copyright of that code as necessary. The only requirement would be that there be no objections from the GeoServer PSC.
