PROJECTION is not working correctly

Hi
I’ve got a problem with my map projection. Two layers with the same projection do not display as they should.
If I connect to a GIS System with a SRS 31467 layer 1 is displayed. If I change the projection from my GIS-System to 4326, layer 1 is not displayed anymore instead layer 2 is displayed.

 There are two layers, which both connect to a Database.
There is just one difference, they connect each do a different DB
Layer 1 = Oracle
Layer 2 = PostGIS

I fixed it so far, that I can see  both layer with the Projection 31467 in my GIS-Viewer….
I just changed my LAYER PROJECTION from  'init=EPSG:4326' to 'init=EPSG:31467'.
Maybe I have misunderstood the projection object.from the Layer Objekt So far I thought that I must declare it as the geometry is. That the map object is responsibility for the transformations Object.

Well, i hope it works out now
