[PROJ] Has anyone build PROJ on Windows? Could I pay you to show me how?

I am desperately trying to build GDAL 3.0 on windows. PROJ4 6.0 is required. Because I cannot build PROJ, I cannot build GDAL. I am willing to pay for someone to join me in a Skype or Discord call, and give me instructions. Name your price.

Hi Craig,

there is no need to pay; a detailed how-to guide is freely
available for building PROJ 6.1 on Windows using MSYS2
(a Linux-like command shell) and MinGW64 (porting of the
renown gcc compiler for Windows platforms).

I maintain proj for multiple platform on the opensuse build service. There is a 64- and 32-bit build for windows. I use it in my own software. Look at build.opensuse.org. Btw, there are also builds of 6.1.0 for many Linux versions maintained by me there. A windows build will arrive shortly (time...). 

You can search the site for packages. I can send a direct link when I’m back in the office if that fails.

I build sqlite with these commands. Please find attached the .def file that you'll also need

cl /c sqlite3.c /nologo /MD /Ox /DSQLITE_ENABLE_COLUMN_METADATA /DSQLITE_ENABLE_RTREE
link /out:sqlite3.dll /implib:sqlite3.lib /def:sqlite3.def /dll /MACHINE:X64 sqlite3.obj
