PROJ 7.1.0 and PROJ-data 1.1.0

Hi,

On behalf of the PROJ development team I am happy to announce the
release of PROJ 7.1.0 and PROJ-data 1.1.0. They offer both backward
compatible feature improvements and bug fixes over PROJ 7.0.x and
PROJ-data 1.0.0
