 Similar docs.geotools.org, need a place to store static content.

 This is hosted by planet federal currently, and we need to move it.

 @jive  how does the site currently get updated?

 Since geoserver and geotools work closely together.  Does it make sense to
 spin up a dedicate machine for the two groups to share to host the statics
 sites and manage the content how they see fit.

 Github pages is also an option if they'd prefer that.

 The website is updated by build.geoesrver.org as part of this job:
 https://build.geoserver.org/view/geoserver/job/geoserver-master-live-docs/
 Currently it is uploaded to s3, if we change to static file hosting rsync
 could be used as is done for the geotools docs.

 I have no opinion on hosting of static websites, I assume more than one
 project would be interested.

 GitHub pages is not an option as we are over the 10 GB limit for that
 service.
