Motion: Release proj 4.9.1

All,

After 5 release candidates, I would like to motion to promote proj 4.9.1 RC5 to final release. This release supersedes efforts to release 4.9.0, which was abandoned due to not being fully promoted to a final release.

I'll start with +1.
