Motion: Migrate SVN and trac tickets to github under OSGeo organization

Markus Neteler
PSC members,

RFC6 [1] about the migration from OSGeo SVN and tickets on trac to
github under the OSGeo organization has been up for review since 5th
of March 2019.
Since no further comments have been expressed I regard RFC6 as ready
for a vote by the PSC.

I’ll start with my +1.
