MapGuide RFC 166 - Drop 32-bit builds for Windows

Hi All (including the new PSC members),

This has been brewing in my mind for a while now, so I've decided to put it
into a formal RFC for discussion

I think it's reasonable to drop 32-bit builds for Windows.

Will it be difficult for the people are still using 32-bit builds for
windows to transfer their MapGuide settings such as loading package exported
from 32-bit builds to the 64-bit builds for windows?

I hope it will be a simple process, and maybe should give some instructions
for people using 32-bit builds?

We should remove the 32 bit build.  Anybody who is still running a 32 bit server is likely not into upgrading Mapguide as well.

Unless there are some FDO Providers or some other 32 bit dependency, I don't
think there is any reason not to drop it.
