Insert metadata method and change date

Hi

The method DataManager.insertMetadata used in CSW-T and harvesters forces
the no update of the datestamp by update-fixed-info process:

Does anybody know the reason for this? This causes the db field for the
change date gets the current system date, but the metadata change date
(gmd:dateStamp for iso19139) are different.

While if the metadata is edited, both db and xml field are keep in synch.

Should be a reason for previous behavior, if someone knows please can you
confirm the reasons? Maybe to don't alter the metadata imported? But in
that case the db change date should not be extracted from the xml instead
of getting the system date?
