Default project settings

Some feature requests has to do with setting default project properties. Implementing that
is probably a good idea.

Could a solution be to create the concept of "default.qgs", an empty project that gets read every time QGIS starts
and every time "New project..." is selected. Everything but the layers(?) will be read from the default.qgs, stored
next to users .qgis db.

A button in project properties for "Save as defaulut setting..." is the UI changes that is needed?

Thoughts?

+1 from me.

Having a default project would solve several problems at once. One could
have default units, projection, digitizing settings, selection and
background colors, etc.

One would have to issue a warning though, if the default.qgs is from an
old QGIS version.
