CFV / DCAT support enhancements

Dear PSC

Here is a proposal for DCAT support enhancements in GeoNetwork 3: https://github.com/geonetwork/core-geonetwork/wiki/DCAT-enhancements.

The proposal describes the changes done for CSW and OAI-PHM servers to support DCAT output and a new service  to retrieve all public metadata in DCAT format.

Any PSC member had time to review this proposal? Is not interesting or not good enough? 

In any case, even a negative vote would be better than nothing.
