The CSIR Stellenbosch office also used to maintain data sets on borehole water quality, availability, average depth, recharge, etc. A private firm, GEOSS [2], in Stellenbosch might also be able to help. Some questions will require a particular project where GIS was instrumental in ensuring a positive outcome of the results. Another question might require that your explain steps required to establish a GIS platform for an organisation (if there is no such a division in that organisation). When looking for a GIS specialist, I mean exactly that as opposed to a Product or Technology Specialist. I expect a grounded GIS specialist to handle any GIS platform on the basis of principles and the required output. It has to be wrong to assume an exposure to open source or other GIS technologies make you less of a GIS specialist. This is a FOSS GIS list so please keep on topic. As Paul says, employers should not be asking software-specific questions. Government employers especially, seeing that we have an Open Source policy in South Africa and ALL government GIS and other software WILL be FOSS within a few years. In the same vein, government tenders are not allowed to request specific software. Rather, they have to request a solution. This enables ALL software and solutions providers an opportunity to bid while the FOSS industry grows. Eventually Government tenders will enforce FOSS software requirements. Please help lobby and advocate FOSS in your environment, especially if you work in Government. Start by sharing GIS tenders and job adverts on this list and acting as watchdogs for tenders and job adverts that name proprietary software - share them on this list so that action can be taken. Fair enough, this is a OSGeo mailing list, but it also seems to be more than just covering OS related topics, which I think is extremely helpful to the general Geo community is SA. If general GIS topics are not allowed on this list, do you perhaps now of a forum or list that will cover general SA related GIS topics?
With regards to your statement of "employers not asking software specific questions", how should any potential employer test a potential employees technical skills or knowledge then? All GIS employers use some or other GIS software and in most cases, when they employ new staff, they want these employees to be able to use the software, especially when it comes to being a specialist. If your business or organisation works with specific OS or proprietary software, you want someone to be able to fully utilise this software without having to spend thousands of rands on training to get someone up to speed.
Tenders is something different, but when a tender has been awarded and a specific software solution has been implemented, surely skills in this technology will be required? Therefore, I can not see how any interview process or even job spec can not contain or ask for skills or knowledge with regards to specific software.

If, however, I find someone that can do word processing (i.e. not attached to any specific package), and they can remain agile since they know the fundamentals of word processing, they will never be redundant and will forever be an asset to my organisation. Same thing applies to other pieces of software. I would rather have people that can think for themselves than drones created from training courses where any deviation from the norm will have them floundering. If, however, I find someone that can do word processing (i.e. not attached to any specific package), and they can remain agile since they know the fundamentals of word processing, they will never be redundant and will forever be an asset to my organisation. Same thing applies to other pieces of software. I would rather have people that can think for themselves than drones created from training courses where any deviation from the norm will have them floundering. This is really a nice topic, GIS is not specifically used by ARCGIS softwares, even other softwares can still solve the problems. If I was having a company and wanted to hire a person, I was gonna appoint someone who is open minded and also exposed to as many as possible different softwares.
